That looks to me like a white aster. Here's a photo of one I found that's definitely an aster.

I discovered they're Chamomile flowers - daisy flowers with dill like leaves on the stem. Thanks

They look like Roman chamomile. There is a German variety too. The Roman to me is more fruity when made into tea.
