what is starter?

I have a question about the ingredient "starter or 1/2 cup yogurt with active live cultures" on the recipe "Homemade Yogurt" from merrill.

You can buy a packet containing dried bacterial culture used to make yoghurt. Personally, I find it easier to buy an individual organic plain yoghurt - just read the back to make sure it contains active Cultures. Something like stoneybrook works fine...
