Urgent! are the potatoes peeled?A question about a recipe: Chicken Soupy Stew

I have a question about step 4 on the recipe "Chicken Soupy Stew" from Veronica. It says:

"Wash and scrub potatoes. Cut little ones in half, alternately cut large ones into quarters."

Given the directions say 'wash and scrub the potatoes' my guess is they are not pealed. And you could peal them if you like and they aren't too small.
