Is there such a thing as cream of tartar granulated sugar?

Where did you see this -- was it in an ingredient list? Maybe something is missing.

I saw it in a cook book for sugar cookies, I'm assuming it was a mistake

No. No such thing. Sugar is sugar. The instances in which it functions as a leavening agent are complicated and not remotely related to what I think you are asking. Cream of tartar, aka, tartaric acid, is a leavening agent. It is one of the components of double-acting baking powder. Double-acting baking powder contains 2 acids, one of which reacts, in other words, creates carbon dioxide, CO2, in the presence of water, the other of which creates it in the presence of heat, the oven for example.

I do not think so. You can always experiment and make your own for your needs.
