Can I assemble Mac & cheese ahead of time in advance of oven baking?

How long? If its more than say two hours the pasta will turn to mush.Your best bet is to severely under cook your pasta, like just a few minutes in boiling water, this way it will take much longer to turn mushy.

I don't think it's a problem. Make sure you have plenty of sauce as the pasta will absorb it as it sits.
