In the East Bay, there's the Pacific East Mall in Richmond/El Cerrito that has a couple of bakeries in it. I'm trying to remember if I've seen the cookies there, but I can't recall exactly. There are also a few 99 Ranch locations (Foster City, Daly City, Pacific East Mall) that might carry them as well. And there are lots of areas where there are concentrations of Chinese stores but aren't considered Chinatown, like that stretch of Clement or Irving in San Francisco.
Everyone says the Golden Gate Fortune Cookie Factory in S.F. They give tours too.
