Can I substitute 2% milk for homo milk in a cake recipe?

Almost always, yes. The difference in fat content isn't very large: 8 ounces of 2% milk has about 1/5 of an ounce of fat, versus between 1/4 and 1/2 ounces for whole milk. Not a big difference when cake recipes usually have 4 ounces or more of fat.
