Check Yellow Pages (or whatever stands in for it these days) for commercial paper distributors, the kind who sell supplies to retail businesses; also look for "Party Stores" which would cover gift wraps. You could ask at local shops that sell product in good looking bags -- they might be willing to tell you their vendor, especially if you are buying some of the ingredients for your gifts from them.
