Tapioca Starch vs. Pearls

My pie filling calls for quick-cooking pearls, but I have starch. Can I subsitute in equal amounts, or do they behave differently?

Starch will get lumpy if not whisked / mixed thoroughly. The lumps will be little dry clumps of dust which is terrible to bite into.

Sift the starch slowly and thoroughly whisk at the same time. No guarantees though.
