I have a chocolate frosting recipe that calls for milk chocolate which I dislike. Can I substitute same amount of semi-sweet for the milk ?

I don't know what else your icing calls for, but milk chocolate is generally less firm at room temp than semi-sweet. For that reason, you may need to add extra cream to your icing.

I flip flop chocolates for frostings all the time with no issues. Milk chocolate is my least favorite.

You may have to bump up the sugar in the recipe, depending on how sweet you like your frosting, but I think you'd be fine to try it.
