I cooled this cake and pulled it out of the outer part of the pan(tube pan), am I supposed to tip it upside down to remove it from the center part...

... of the pan? Seems risky...

I would. Loosen around it with a knife, then tip it onto a plate, then invert it back onto another plate. Should work fine.
