A question about a recipe: Half Moon Pizza with Melted Green Garlic and Shrimp

I have a question about the ingredient "bulbs Green garlic, leaves trimmed just where they separate from stem" on the recipe "Half Moon Pizza with Melted Green Garlic and Shrimp" from monkeymom. Um, I'm a newbie here - what's green garlic? You use 3 whole bulbs of garlic or 3 cloves?

Green garlic is young garlic -- it looks more like scallions than standard garlic, and it's around in the springtime. This time of year, you might want to try substituting scallions.
