They're potentially toxic. Certain people react to the alkaloid they contain. They are not very tasty, either. They can be used - I've used them in greens gumbo. There are several recipes on the site that incorporate them, too.
I put organic carrot tops in salad with no ill effects, but perhaps you should try them in small doses first.
