yeast bubbling

Is it crucial for the yeast to "bubble slightly" in lukewarm water as my recipe requires if the expiration date is still a year away? It is NOT bubbling, does this mean it is dead?

It is not a good sign. Either the yeast was sead or the water too hot or cold. Use an instant-read thermometer to make sure your water is between 97°-100°.
