Could you clarify what your question was?
If you make tortillas, do you have to cook first, then cut up into chips to bake?
Probably not necessary, you could just roll and cut the tortilla dough into chip shapes and bake a bit longer. Flip halfway through baking and don’t forget to salt them
I don't see how that could work- the rolled out masa is quite fragile until cooked. Possibly you could use a very sharp knife and cut through the parchment (or whatever you use- plastic is more usual), and use that to help handle the dough, but I think it would be a real pain.
I think Smaug has it right.
First buy or make & bake your torillas (corn or wheat flour).
Then cut in wedges and deep fry or bake, to use as chips.
