Not red velvet cake and others: how much does a cup of sifted cake flour weigh?

Is it "a cup of sifted cake flour," or "a cup of cake flour, sifted?" Those directions might sould the same, but they really are not. A cup of sifted cake flour will likely weigh less than a cup of cake flour, sifted. And will make a big difference in the outcome of your cake. I'm big on weighing.

It is a cup of sifted cake flour -- and I see now how vague I was in my question. I want to make this layer cake: http://food52.com/recipes/133-not-red-velvet-cake-with-fudge-glaze. But then I started noticing how all cake recipes on this website (which I love, don't get me wrong) use cup rather than weight measures. Any reason? I'm so big on weighing I think twice when a recipe doesn't include weights.

I use 4 ounces as the conversion.
