Substitute for eggs in royal icing

Powdered eggs whites can work as well. Assuming you're looking to avoid raw egg whites.

Not actually a substitute, but you can buy meringue powder. Royal icing is egg white and powdered sugar. Take out the eggs and you'd have something else.
