Is it recommended to rinse bulgur before cooking?

Elf1 is right - moisture makes the grains swell pretty quickly so rinsing it is entirely unnecessary.

No I don't bother dotparker....just pour boiling water over it and leave it...150g of the grain add 200ml of water.
to be honest I just cover it with boiling water and leave for 20 mins, covered with cling film or a plate then if there is too much moisture left just squeeze the excess out with your hands and tip into a bowl....
