A question about a recipe: Aunt Clara's Anise Seed Cookies

I have a question about the recipe "Aunt Clara's Anise Seed Cookies" from Anna Hezel. Can you substitute fennel seeds for anise seeds in cookie recipes? Thanks!

I think you could make the substitution, but because fennel seeds are considerably larger than anise seed, I would grind them in a mortar and pestle to break them up a bit. I did the reverse substitution (anise seed for fennel) in a braised fennel dish that I had for dinner tonight and it was very tasty.

Yes, it's fine. Agree with Maedi, grind them up first.
