A question about a recipe: Chicken with 40 Cloves of Garlic

I have a question about the recipe "Chicken with 40 Cloves of Garlic" from Merrill Stubbs. The recipe states " Cover the dish tightly with aluminum foil and put on the lid ". Does dish mean the pot or just above the food? What is the purpose of the foil - Moisture retention? Thanks

As in "Cover the dish tightly with aluminum foil"? It means the cooking dish.
