I have a question about the recipe "Challah Bread Pudding with Raspberries" from Kendra Vaculin. Does "heaping" mean you don't pack down the brown sugar?

I haven't made it, but I think it means to err on the generous side--pack it down, but if there's a little spilling over, that's ok. Bread pudding is really forgiving, so I'm sure that you'll be fine whatever you do.
