I don't think red peppers raise blood sugar. They are an excellent source of vitamin C 3 times more than an orange.

Any food raises blood sugar. Then insulin is released. It's how our metobolic systems work. Different foods raise blood glucose in different amounts.

I'm not quite sure what your question is, but eating anything raises glucose and therefore an insulin response. It's how our system works.
