Would it be better to use a hand mixer or regular blender for a recipe calling for an immersion blender?

The recipe in question is Tasty’s Galaxy ‘Box’ Cake Pops.

Usually I'd use a (stand) blender to get the results of an immersion blender, bc they have similar power and blade action.
In this case, with the chocolate coating, you don't need that much power.
Rather, what's important is leaving the chocolate in the bowl so it's ready for dipping the cake pops.
So, in this case, use the hand mixer.
