copper gratin pan is it usable for cooking or just for display?

Should be fine although there are some caveats. If you are using a tin-lined copper pan, be aware that tin melts at 450 degrees Fahrenheit, so you will want to keep your temperature between 400-425 maximum.

If you are using a stainless steel lined copper pan, these can take more heat. How much? I don't know, maybe 500-550 degrees.
