A question about a recipe: I Messed With Texas Chili

I have a question about the recipe "I Messed With Texas Chili" from kaupilimakoa. What's a substitute for Penzey's Rogan josh seasoning?

I like the Penzey's spice blends, but often make my own when I run out. I just look at the list of ingredients and blend my own. Start with more of the first ingredients and less of the last ingredients and omit anything you don't have on hand unless you think it's critical to the flavors. This assumes you have an array of individual spices at the ready. On the Penzey's website, the ingredients listed for Rogan Josh blend are: paprika, garlic, ginger, cumin, coriander, pepper, cayenne, cinnamon, cardamom, cloves and saffron. Start with equal parts (1/2 tsp each) of the first 6 and some sprinklings of the rest. 1/2 tsp parts will get you a little over the 1Tbs called for in the Texas Chili recipe in the end.

Looking at that list, you certainly don't need more cinnamon or coriander. If you want some sort of resemblance to chili, a good shot of cumin and some oregano, and maybe some chipotle powder. The recipe is very short on chili; rather than cayenne and cinnamon something like powdered guajillo or New Mexico chili would be good.
