Missing Ingredient?

In the recipe below, vinegar is listed in the ingredients, but not included in the directions. Methinks it goes in the marinade. Looking for thoughts. Thanks

deb, this recipe has MULTIPLE PROBLEMS. i.e.where are the kumquats?
i just emailed her [click her name, then email symbol, boom!] and told her this 2014 recipe needs work!![ ah yes, been there soooo many times as the embarassed author!] add pickled mustard seeds to the kumq. for neat texture/flavor; add some tamari to the marinade for some depth of umami--- or not!

Most recipes list the ingredients in the order for which they are used, so I agree that the vinegar is used in the marinade.
