I assume we are talking about stuffed cabbage rolls here. Have they been precooked already, or are they frozen in a sauce? I don't think I'd bother trying to thaw them, because cabbage will release a lot of water as it thaws and you would probably end up with a mess. If they are precooked in sauce, then just heat them slowly until it's all hot and bubbly. If they are not in a sauce, I'd still make the sauce and put them in frozen, and heat the whole thing until testing one shows it heated through. If they are not precooked, then you would pretty much still proceed these two ways- but obviously the cooking time would be longer. You could also do the cooking in the oven- as I do. I put mine in a glass dish sprayed with nonstick spray, then cover with the sauce, and bake at 350 for around 45 minutes to an hour- depending on the size of the rolls. It's a little easier in the oven than stovetop to maintain the temperature and easier on the rolls cooking. I've never done 25 at once, but with enough pans and sauce you could certainly do it the same way.
