Scallions have a bulb the would add to the bulk and I think are stronger tasting. Chives are a different plant entirely and have a bit of a different flavor that will get you further from the original recipe using garlic scapes. My preference would be to use either scallions or green onions.
Would change the flavor a bit, but you are making a pesto and need some green bulk... how about using scallions or green onions and a couple of crushed or grated garlic cloves.
