Does orange peel mean the entire peel or just the zest portion, without any pith attached?

Hi Maureen! I would just peel the orange with a vegetable peeler in big strips, trying to avoid the white pith as much as possible. (That said, if a little pith comes along, it shouldn't matter too much since it's just for a brine.)
