The hot water and butter melt together and are brought to a boil together. You put both in the pan at about the same time. If you melt the butter alone first, and then try pouring in the water, you could end up with a sputtering mess. The hot water just helps hasten the melting process along a bit, so it comes to a boil a little faster. Cold butter and cold water would take longer.
