I cooked ground beef 80/20 and didnt drain fat and added rice and now my meal is oily

How do I fix it?

I'm thinking that when I make things like soups and stews and refrigerate them overnight, the fat solidifies and is easy to remove. Maybe if you chill your dish, you could remove fat.

You could also try lining a colander or even a rimmed baking sheet with paper towels, and then spreading the rice on top of that. The paper towel will absorb some of the excess oil.

The most effective way of mitigating an ingredient that overwhelms a dish is to add more of the other ingredients. In your case, add more rice.
