Can we sub cream of tartar for the lemon juice and cornstarch?

The cream of tartar could absolutely be used to sub out the lemon (in this case I'd go for 2 tsp of tartar).
I'm not entirely convinced that you can forgo the cornstarch here, but I think if you have none on hand, I doubt losing the 2 tsp would be the end of the world. However, if you have it on hand, I'd still include it for the sake of following the recipe.
