It's a chili pepper/garlic/vinegar sauce. Think ketchup with peppers instead of tomatoes.
It's really not that hot--more spicy than hot.

Commonly available in the ethic section of a supermarket. It sold in squeeze bottles with white outline of a rooster on the front. Even the wal-mart here in Alabama has it, so you shouldn't have any problems finding it. Most Asian markets will have it too.
