Make fennel frond dressing by blending 2 parts Greek yogurt with 1 part olive oil, plus lemon juice, capers, whole-grain Dijon, piment d'espelette, and a big handful of fennel fronds. Shave fennel and radish on a mandoline, then toss with the dressing and set aside. Right before serving, toss in watercress.
