Dry Roasted lamb shoulder with shallots, Rosemary and garlic.

Chop rosemary and mash with garlic and oil. Season lamb and spread garlic mixture on it. Place in pan and cover with shallot slices. Cover the Dutch oven and wrap in foil. 15 mins in hot oven, finish roasting in low oven.
