Quinoa is similar in texture to couscous or barley, what is the recipe you are trying to make?

Bear in mind that quinoa is significantly higher in protein than couscous. You might need to add an extra egg and possibly more flour, if called for. Couscous alone will likely result in a much softer cookie.
