Where's the lemon juice and orange juice added? Am I missing something?

You aren't missing anything, but that step sure is. Assuming that the ingredients are listed in the order they're used, I would guess the lemon juice/zest and orange juice are added to the yolk and sugar mixture, between steps 2 and 3.
