When does the vanilla come in?

Not seeing when to add the vanilla into the batter or meringue?

It does not say, but in this recipe vanilla acts as a supporting flavor enhancer so I would add it in to that basic starter batter along with the milk, butter, flour and yolks. You would not want to add it in to the meringue because that would cause your egg whites to deflate.
