Can raw cacao powder be used instead of Dutch processed cocoa?

I want to make homemade chocolate syrup and the one recipe I found calls for Dutch processed cocoa. Can I use raw cacao powder instead?

Yes if only for flavor. But there may be some differences in interactions with other ingredients as natural cocoa powder (e.g. your raw cacao powder) is acidic, but Dutch processed cocoa is neutral (in pH terms).
