For rimming the glass: Prepare two small plates—one with 1 ounce of condensed milk and the other with cinnamon sugar. Dip the rim of the martini glasses into the condensed milk and then lightly coat with cinnamon sugar.

In a 28-ounce cocktail shaker, mix vodka, chai concentrate, coffee liqueur, and the remaining condensed milk. Add 4 to 6 medium ice cubes, shake vigorously for 30 seconds, and then pour into the rimmed glasses. Garnish with a piece of star anise.
