A question about a recipe: Mushi-Gyoza (Steamed Gyoza)

I have a question about the recipe "Mushi-Gyoza (Steamed Gyoza)" from ourlastsupper. I'm confused, do I cook the pork first? Or does it cook enough when steaming?

The ground pork will cook from the steaming process, so it is not necessary to cook it beforehand.
