Expiry dates usually refer to the date determined by the maker as the last date when taste is best. Certainly products are useable after that date. As CH says some ingredients might be not at their full potential, but you should be okay.
If it expired in 2004 instead of 2014, then I would toss it.
There is no leavening in the mix. Just
UNBLEACHED FLOUR (WHEAT FLOUR, MALTED BARLEY FLOUR, NIACIN, REDUCED IRON, THIAMIN MONONITRATE, RIBOFLAVIN, FOLIC ACID), NONFAT DRY MILK, SALT, NATURAL FLAVOR.
Popovers get their pop from the eggs, which you add to the mix separately.
Not going to make you sick if you do. Perhaps the leavening agents, baking powder/soda will have less umph, and the taste may be "stale", but for these kinda items the "use by" date isn't the end all date.
