What are the steps to add the yeast?

The recipe appear to omit the step where yeast is added. Is it done along with the water infusion, or should you do that first, then add yeast and let it activate?

Add the yeast in step 2 where instructed to "Add all dry ingredients to a large bowl and mix thoroughly with a whisk."
