The recipe makes reference to 3 preparation techniques - steaming, roasting or frying. I assume the water is for the steaming preparation.

You’re right, it does. But I think it would be better to use all the ingredients in the ingredient list as a marinade and then roast the chicken a few hours later or the next day.

Yup. Both the headnote and other recipes say to marinate.
Other recipes (your choice, various sites) then cook the chicken by steaming.
