A question about a recipe: Cheese Biscuits

I have a question about the ingredient "minus 1 teaspoon all-purpose flour, plus more for shaping" on the recipe "Cheese Biscuits" from merrill.

I bake by weight and the amount of flour in this recipe seems to be precise. Would 1 cup of flour weight 140 g. or 5 onz. ?

Sorry, I made the recipe using dry measures. If you'd like to convert this to grams or ounces, I recommend using the scoop and sweep method to measure 1 cup of flour, and then weigh that.
