I wouldn't use frozen chicken breasts in any event for a slow cooker recipe for food safety reasons. When I do use the slow cooker for chicken breasts, I set it on high for an hour and then low for two-three hours.
I agree with wssmom on this. Frozen chicken sounds like bad times in a slow cooker...if using breasts, wssmom's timing sounds right. If using a whole chicken, try 5-6 on low
