Lavender Honey Syrup

What You'll Need
Ingredients
  • 16 ounces water
  • 4 ounces (by vol) lavender
Directions
  1. Bring water to a simmer, and add lavender springs. Simmer for about 10 minutes then double strain, retaining the liquid.
  2. While still hot, add equal parts honey to the lavender water and stir until the honey dissolves.
  3. Store in a glass container in the refrigerator. The syrup should hold for about a week.

So, how does 4 oz (by VOLUME) work? Isn't that a half cup dry measure? Why not just say that in the recipe?
