Made the biscuit recipe exactly as written. Did not rise at all. Tasted fine but dissappointing in appearance and texture. Was a step left out? Did not call for kneading so I didn't. Any advice?

This is not a new recipe. It is almost identical to 'Peppered Buttermilk Biscuits' on page 267 of "Celebrating the Midwestern Table" by Abby Mandel.... except that hers has a little baking powder, and is glazed with brushed-on egg. And uses regular flour (thus the baking powder addition). I only made these once, about 20 years ago. Pepper in biscuits is definitely unusual (and memorable, obviously).
