Mystery utensil

My mom bought this for me in an antique shop, but neither one of us can figure out what it is. Any ideas? Thanks for your help.

Thanks for the link Lindsay-Jean, just found the answer to a 'mystery spoon' I picked up at an antique store in New Hampshire as a prop for my food pix!
