In practice, I've ground pepper blends with whole coriander seed and allspice in a classic Peugeot pepper mill with good results.
Probably could do similar with other small spices.
Larger items like star anise or cinnamon bark would likely get stuck.
Mortar and pestle, micro-plane, coffee grinder (manual or electric) or electric blender will work.
Probably some of the Mexican and Asian tools for grinding grains or spices.
